NEW YORK, N.Y. — The Puerto Rican Bar Association of New York, Inc. (PRBA) today released its 2025 Judicial Diversity & Reform Report, The Long Road Traveled Toward a Fairer Bench, detailing continued disparities in Hispanic representation across the New York State judiciary. The PRBA report, authored by its Judiciary Committee and approved by its Board of Directors, presents a comprehensive analysis of systemic barriers that continue to limit Latinx advancement to the bench statewide.

The report credits recent milestones and appointments by the New York State Chief Administrative Judge and Governor — including the elevation of several Hispanic jurists — but warns that incremental progress is insufficient without structural reform.

It draws on new data from the Latino Judges Association as well as the PRBA’s statewide membership survey, revealing widespread concern that political patronage, opaque appointment practices, and a weak professional pipeline are stalling progress toward a more equitable judiciary.

As such, the Report proposes additional efforts to have New York’s bench look more like the New York it serves.
