Escrito por la Honorable Sallie Manzanet-Daniels, Jueza Asociada de la Divisi\u00f3n de Apelaciones para el Primer Departamento como una exposici\u00f3n audaz y rica en datos sobre la subrepresentaci\u00f3n sist\u00e9mica y de larga data de los latinos en la judicatura del Estado de Nueva York.<br><\/p>\n\n\n\n<p>Este informe hist\u00f3rico pone al descubierto una realidad inc\u00f3moda pero innegable: a pesar de que los latinos representamos casi el 20% de la poblaci\u00f3n del estado de Nueva York, s\u00f3lo representamos el 9% de los jueces pagados por el estado, y mucho menos en los tribunales de apelaci\u00f3n, distritos judiciales rurales y puestos en la administraci\u00f3n judicial. Estas disparidades persistentes -especialmente en regiones con una fuerte poblaci\u00f3n latina- no son fruto de la casualidad. Son el resultado de las decisiones (o la falta de voluntad para tomar decisiones) de los guardianes, los comit\u00e9s de nominaci\u00f3n y las estructuras de poder pol\u00edtico que con demasiada frecuencia excluyen el talento latino de la judicatura. Por ello, elogiamos a la jueza Manzanet-Daniels por su incansable liderazgo y meticulosa documentaci\u00f3n, y vemos el informe como una llamada a la acci\u00f3n para corregir d\u00e9cadas de inexplicable e inexcusable exclusi\u00f3n de la judicatura. Entre las conclusiones m\u00e1s alarmantes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>El Cuarto Departamento Judicial, que abarca 22 condados, nunca ha nombrado a un latino para la Divisi\u00f3n de Apelaciones. Debido a que ning\u00fan juez latino ha sido elegido para la Corte Suprema en esa regi\u00f3n, actualmente no hay candidatos latinos elegibles para ser elevados a la Divisi\u00f3n de Apelaciones.<\/li>\n\n\n\n<li>El condado de Richmond (Staten Island) nunca ha elegido a un juez latino para el Tribunal Supremo.<\/li>\n\n\n\n<li>S\u00f3lo 2 de los 21 jueces administrativos del Estado de Nueva York son latinos, y ninguno de ellos es latina.<\/li>\n\n\n\n<li>En Manhattan, donde los latinos representan el 24,6% de la poblaci\u00f3n, s\u00f3lo dos jueces latinos han sido elegidos para el Tribunal Supremo en los \u00faltimos 13 a\u00f1os.<br><br>Rechazando cualquier noci\u00f3n de que estas disparidades son el resultado de una supuesta falta de candidatos calificados, el informe destaca en cambio un grupo vibrante y creciente de talento judicial latino que sirve con distinci\u00f3n en los tribunales de primera instancia y de familia en todo el estado.
