Justice Joanne D. Quiñones – Appointed to the Appellate Term

On October 1, 2024, Chief Administrative Judge Joseph A. Zayas announced the appointment of Justice Joanne D. Quiñones to the Appellate Term, Second Department’s Second, Eleventh, and Thirteenth Judicial Districts. This court hears appeals from cases originating in the Civil and Criminal Courts of Kings, Queens, and Richmond counties. Justice Quiñones succeeds Justice Phillip Hom, who has been elevated to the Appellate Division, Second Department.

Justice Quiñones, who expressed her gratitude for this appointment during Hispanic Heritage Month, is honored to serve on the Appellate Term. She highlighted the importance of ensuring that litigants’ appeals from New York City’s Criminal and Civil Courts receive the necessary attention and care.

Justice Quiñones brings a wealth of experience to this role, having served on the New York City Criminal Court and as an acting Supreme Court Justice in Kings County. She was appointed to the Court of Claims in 2022 and elected to the State Supreme Court in Kings County in 2023. Her career includes a strong focus on criminal and matrimonial matters, as well as prior work with The Legal Aid Society’s Criminal Defense Division.

Justice Quiñones is not only a distinguished judge but also a passionate advocate for mentoring. She chairs several mentorship committees, including the Brooklyn Bar Association’s Mentorship Committee and the Franklin H. Williams Judicial Commission’s Judicial Mentor Program. She has served as the president of both the Latino Judges Association and the Brooklyn Women’s Bar Association and has received numerous awards for her leadership and judicial excellence.

Her appointment is effective immediately.
